Meet the ACCORD Board of Directors

Tom Collart - President

Mr. Collart has lived in the area for over 45 years, is married with two children and 6 grandchildren. He has over 35 years of technical, managerial and program management experience and has been involved with several non-profit organizations over the past 8 years.  He is a graduate of the University of Steubenville and received a MSE from the University of Michigan.

Mr. Collart worked for IBM and Lockheed Martin in space systems, commercial technology applications and military systems development with responsibility for both domestic and international business.  His experience includes work in the areas of systems, hardware/software development, integration, business management and personnel management. 

Mr. Collart is a Court Appointed Special Advocate (CASA) at ACCORD, has served on the Board of Directors since 2008 and as Board President since 2012.  He has been actively involved with a number of non-profit organizations including Catholic Charities and is a member of the Board of Directors of Mercy House of the Southern Tier.  In addition he is active in development projects in Haiti including water purification, sanitation & education.

Jamie Atkinson - Treasurer

Jamie Atkinson, CPA is a Manager at Davidson, Fox & Company, LLP in Binghamton, NY. She earned her Bachelor’s in Accounting from Keystone College in 2005 and passed the CPA exam in 2012.  She just recently participated in the Broome Leadership Institute program and graduated in March of 2014. She is also a board member and Treasurer for another local non-profit in Binghamton. In her free time, Jamie enjoys playing softball in many different leagues around the region. She is a native of Hallstead, PA, where she resides with her husband and two dogs, Jackson & Marley.

Peter Charnetsky

Peter, a Binghamton native, has 30 years of legal experience, including 10 years of judicial experience and 20 years of experience in private practice. Before joining Tully Rinckey PLLC, he operated a solo law practice in Binghamton, where he practiced family and matrimonial law, including contested and uncontested divorce, child custody, child support, and adoption. He also practiced criminal defense, including DWIs and other felony and misdemeanor offenses. He currently serves as a settlement officer with the New York Supreme Court, Appellate Division, Third Department’s Civil Appeals Settlement Program.

From 2006 to 2014, Peter presided over Integrated Domestic Violence Court for all Broome County courts. He routinely heard cases involving child support, visitation, child neglect, family offense petitions, no-fault divorces, contested divorces, and related criminal matters. Before becoming a Judge, Peter for 15 years ran a solo law practice in Vestal, where he practiced family and matrimonial law and criminal defense.

Peter has been helping families long before he became an attorney. Before obtaining his juris doctor from Stestson University College of Law, he helped at-risk teenagers and their families as a residential family social worker for the Florida Sheriff’s Boys Ranch, Live Oak, Fla. For eight years, he served as a SUNY Binghamton Psychological Research and Training Clinic legal advisor and for two years he served as Broome County’s elections commissioner.

 In addition to serving as a coach for boys and girls teams for recreational soccer, T-Ball, the Kids Night Out League, and junior and senior baseball leagues, he has served as a volunteer Judge for local high school mock trial competitions and the American Legion Oratorical Contest. He has also sat on the board of directors for, among other nonprofit organizations, the Broome County SOS Shelter for Abused Women and Broome County Mental Health Community Services.

Reinaldo Valenzuela

Reinaldo is an Assistant County Attorney with the Broome County Department of Social Services.  Prior to his current position, he was a solo practitioner focusing in matrimonial and family law. He was an associate at local firms where he had a diverse practice which included matrimonial law, family law, municipal law, zoning, FOIL and workers’ compensation to name a few. He received his BA from Boston University (1990) and JD from Boston College Law School (2003). Between his two degrees, he worked with the Department of Social Services/Child Protective Services through private contract in Massachusetts and for the State of Arizona.

Dara J, Silberstein

Dara J. Silberstein is Executive Director of the Women, Gender and Sexuality Studies Program at Binghamton University. She received her Juris Doctorate from SUNY Buffalo in 1985 and is a licensed attorney.  She received her Ph.D. in labor history from Cornell University in 1995. Throughout her career she has focused on social justice issues particularly in the way laws operate to marginalize women and members of the LGBTQ communities.  Her early research on employment and labor laws specifically dealt with the historical impact of employment laws on women’s family and reproductive lives and she is currently working on a project that looks at queer social activism during the AIDS epidemic in Upstate NY.

Gregory S. Lesko

Greg is the CEO of Lesko Financial Services, Inc., the area’s oldest and largest locally based independent financial planning firm. He received a BA from Binghamton University and a Juris Doctor from Albany Law School at Union University. Prior to returning to the area in 2002, Greg gained financial and legal experience practicing law in Albany, NY and supervising a legal department for a federal savings bank/mortgage servicer in West Palm Beach, Florida. Greg joined the Board of ACCORD in March 2016 and also serves on the Board of the Financial Planning Association of the Southern Tier of New York, Inc., as President, and The Broome United Way. Greg is also actively involved as a member of numerous other organizations including the Government Affairs Committee of the Greater Binghamton Chamber of Commerce, the Program Committee of the Binghamton University Forum, the Planning Committee of the Binghamton Chapter of the Binghamton University Alumni Association and the Strategic Planning- Finance Committee of the Broome County Bar Association.
